EMS 2012 : POST CONFERENCE REPORT



EMS 2012 the first international conference on EMS Systems in India was held with great success at the prestigious All India Institute of Medical Sciences, New Delhi under chairmanship of Prof Shakti Kumar Gupta and team.

Department of EM has participated in a large number with delegates (Nurses, doctors, Paramedics) who have learnt the larger perspective of EMS and Public Health in India.
Dr Tamorish Kole, HOD EM has been inducted into EMS Leadership forum who will advise Govt of India in policy matters related to EMS in future.

Janab Omar Abdullah, the hon’ble Chief Minister of J&K; had set the tone of the conference at the inauguration by saying “Treatment delayed is Treatment denied”. With the three day long deliberation on various aspects of EMS the leadership forum had been able to formulate the future direction of EMSS in India.

The declaration of the forum as led by Prof Shakti Gupta is as follows

Preamble

Right to Life is a basic human right guaranteed by constitutions across the world and it is the responsibility of civilized society to institute a framework of knowledge to achieve this fundamental right for all. In pursuance of this basic right it is proposed to create a network of conscientious individuals who have a vision of a world empowered to handle any disaster scenario optimally and to enable the environment with knowledge base, updated resources from across their respective countries. The EMS LEADERS’ FORUM, henceforth referred to as “The Forum” aims to be the common platform for the convergence of global think tanks in the field of Emergency Medical Service Systems.

Declaration

Experts of EMS pledge their allegiance to the following mutually agreed end objectives of Leaders Forum:

1. The forum will promote use of knowledge, innovation and education to build a culture of safety and resilience at all levels of network.
2. The forum will encourage EMS research by providing the knowledge base for focusing on systematic incorporation of risk reduction approaches and planning the design and implementation of emergency preparedness, response and recovery programs for various types of commonly encountered scenarios.
3. The Forum agrees to act as a common platform for exchange of knowledge for resource optimization and facilitate academics and research to promote EMS in diverse fields like Rescue Engineering and Pre hospital care. The inputs that will be provided will aim at practical realization of desired objectives.
4. The forum of EMS will promote networking of disciplines, information, knowledge and skills amidst stakeholders. The forum will also make efforts to influence policy level changes like instituting National Ambulance code, standardized Emergency response number etc.
5. The forum will strive relentlessly to ensure evidence based knowledge for Availability and Affordability of timely quality healthcare to all in need of emergency services and pre-hospital care.
6. The forum will help in formulating standardized customized guidelines for Emergency networking keeping in mind the dynamic scenario of the respective environment where there is a felt need.
7. The forum will aid in Capacity building and Training in EMS to all involved in and creation of an enabling environment with appropriate policy and legal frameworks, institutional development, community participation, human resource development and strengthening of managerial systems.
8. The forum will promote to bridge gap between various stakeholders including industry. Proactive efforts will be undertaken to sensitize corporate bodies in understanding the need of EMS and integrating them in various levels of EMS to facilitate activities as a part of their corporate social responsibilities.
9. The forum will ensure achievements of its objectives by regular introspection amidst the leaders of the forum and by updating with latest evidence based EMS protocols.
10. The forum while working closely with the industry will not be guided by commercial motives of the industry and will ensure ethically correct strategies shape the various programs of this forum.

The EMS Leaders Forum hereby undertake the responsibility of establishing a viable and cohesive network of dedicated civic-minded leaders in the field of Emergency Medical Care. It endeavors to serve the people of India by providing optimal feasible and sustainable systems for the propagation of Emergency Medical Care.
